When I tried to install Garuda KDE Dr460nized off-line manual installation, the installation didn’t recognize local wifi networks. In order to be able to use the wifi, it is needed to connect first to it in a live session, so then there is no issue.

I tried again in other laptop and happen the same thing (off-line installation doesn’t allow wifi, but live connected session prior installation allows wifi), this time using iso image writer, first time with ventoy, same results
The fact that you are having the same problem on two different computers with different WiFi adapters would seem to indicate that this problem is not originating from the specific WiFi chips in use.
We really need you to post proper log outputs from both devices and a full garuda-inxi output from both devices to have any clue of what is happening here.
You should check both computer logs for errors relating to your realtek and atheros adapters, (your WiFi chip manufacturers).
Your descriptions of both issues are so vague that it’s next to impossible to diagnose what your problem is remotely without far more info.
If after installation you must connect to your network in a live session and then your WiFi works normally afterwards, this is not unheard of. I don’t know why this occurs, but I suggest connecting in a live session for this exact reason as sometimes this fixes WiFi connectivity.
Are you dual booting with with Windows?
Have you rebooted your router?
As you have not provided any logs or garuda-inxi information, I can only make general recommendations for you.
Test at least 3 different kernels. Make sure you try at least the linux-lts and linux-mainline kernels. Also be sure to install the headers package for any kernel you install.
Try disabling MAC address randomization in Network Manager. Be sure to reboot both of your computers and your router after disabling MAC address randomization.
Try whitelisting both computers in your router’s configuration utility. This is often referred to as “MAC address association” in most router configuration utilities.
Try disabling IPv6 in your routers configuration utility.
Be sure to reboot both of your computers and your router after making any of these types of configuration changes.
Without you posting at the minimum your full garuda-inxi outputs from both computers I likely won’t be able to provide any further assistance. Fair warning… your thread may be closed if you do not post the required information in a timely manner. Without proper logs and inxi outputs we will simply be spinning our wheels attempting to help you.

Both WiFi and BT adapters on both computers are reported as up and working. This would tend to make me suspect a configuration issue with your router may be complicating connecting properly.
The first thing you should do is to try disabling MAC address randomization in Network Manager. Be sure to reboot your computer and your router after disabling MAC address randomization. Start by making changes on only your Toshiba laptop. The Toshiba laptop has the far more reliable Atheros WiFi chip, so it the better choice to begin working on.
Have you rebooted your router yet?
If not, be sure to do that after you “disable MAC address randomization” in Network Manager. A quick search should give you the information on how to do this.
If you have a spare router it might be worth swapping out the one you are currently using as a troubleshooting step.
Hi, is before the installation that is needed to connect the live session to wifi (live session recognizes wifi networks) in order to have a wifi operating after installation
At this time, both have internet.
I think the tests you want to do would have to be done with off-line installation for the problem of wifi networks not being recognized to appear.
Maybe I’ll study a bit how to do it before reinstalling the laptop, I don’t know how to do the randomization and stuff, so maybe I’ll be late, or something like that.

Well if both the Wifi’s are now working normally, then there’s really no point in further troubleshooting. Hopefully they will continue working for the foreseeable future. Although, it is not uncommon for Realtek WiFi to break fairly regularly on kernel updates. If this happens, then switching to the LTS kernel is usually enough to get things working again.
