changing the panel highlight colour, where exactly can it be changed?

This is part of an SVG within the theme’s folder. If you want to change this, you’ll have to research on how to do so, as the guidelines are found in kde.org documentation. If you don’t follow proper directions, your changes will get overwritten on further package updates.
