Network realtek driver performance

Garuda XFCE has a dodgy driver for realtek. It wasn’t noticeable from a 24.04 iso release: but in the lastest iso, it’s there. At first, I thought the Steam client was having its monthly networking issues: that’s not the case. Download rate bounces all over the place and never goes anywhere near the normal speed; and in other tests, it introduces a lot of random latency that stacks almost like buffer bloat with a multiplier.
