My effects always get lost when I login in after some time. I have to create a new user to get those effects again. Including the docks and panels effects.
This happens quite often with both KDE and gnome.
Restart the compositor.
Not sure what “effects” would be lost in GNOME?

As @jonathon states starting your compositor is the obvious workaround to this issue (not continuously recreating new user accounts).
Have you installed more than one desktop to require multiple user accounts?
