EDIT: I also removed it, per your instructions via ctrl alt f3. Terminal still doesn’t work and neither does htop.
In Garuda Assistant, there is a tool called “Reinstall all packages”. Try that if you can, although I’m not sure if it will work if a terminal cannot launch.
If you can’t get that working, switch back to the TTY and do it manually like this:
pacman -Qqn | sudo pacman -S -
If it complains about files already existing, you may need to add the overwrite
flag.
pacman -Qqn | sudo pacman -S --overwrite=* -
Clicking reinstall all packages just does nothing, seems non-responsive.

It seems there is a corrupted package or package metadata in the database. You can try overwriting that directory and see if you are able to continue.
pacman -Qqn | sudo pacman -S - --overwrite="/var/lib/pacman/local/evince-46.3-1/*"
If you start running into more errors like this, it could be your system is kind of hosed from crashing during the update. In that case it might be sensible to use the overwrite command with the wildcard instead.
pacman -Qqn | sudo pacman -S --overwrite=* -
It’s probably worth mentioning that reinstalling all packages with overwrite=*
is a pretty aggressive intervention because it will overwrite any existing files that conflict with the files being installed, including any custom files or configurations if any exist in the standard file paths. It should only be used if your system is very broken (for example, the state your machine is currently in).

I did all of the above and it got to work, but with the Evince thing, whatever that is. It’s a LONG list of not errors, but you will see.

I did a garuda-update
and it seems to have gone to plan, no errors. But that damn keyring thing in the top right won’t go away and terminal still refuses to open. Fortunately, I don’t know how but I have some kind of third party terminal I found on my machine called Sakura.
In general I’m noticing a few faults still, whatever the update did, sure messed it up. For example, looking in settings, there is only the American locale. Nothing else and can’t search for anything else. Terminal refuses to open. The keyring thing won’t update or go away, htop which uses terminal won’t open.
Not sure what to do next step wise.
