Which program would you remove if you didn't want the onscreen keyboard displayed in xfce login screen?
Any settings to delete too?

Remove onboard.
Maybe you must edit /etc/lightdm/slick-greeter.conf #keyboard=onboard

theme-name=Adwaita-dark
icon-theme-name=Papirus-Dark
activate-numlock=false
cursor-theme-name=Adwaita
