Repeating the kernel parameter is a workaround specific to Plymouth. For some reason, Plymouth expects the quiet parameter to be present twice in the kernel command line.
I also wondered why the parameter was listed twice when I first saw it, and actually initially assumed it was a mistake. After I took one out, the Plymouth splash screen would no longer display while booting--oops!
