That sounds like this issue:
I don’t notice this on a powerful workstation. But on a laptop with a weaker i5 7300HQ I can reproduce the problem. This also happens in the hamburger menus e.g. in Dolphin. But that should be fixed by now.
Watch the CPU usage when you open the context menu.
And yes, reboot your system like @filo already said.
