No.
Actually, this question has no real meaning. Garuda is a distribution with several DEs.
Each DE has its own capabilities on setting wallpapers. Also, there are several applications that can be used for this, depending on which DE is used.
And, this question is more applicable to Arch.

There are video wallpaper plugin in KDE. So, you can set the downloaded video as wallpaper. Also you can set gif wallpapers.
But off course you can't set that cybermap as wallpaper, afaik. Though you can get a video with similar cybermap as wallpaper.
But I would rather use the original.
It does work, however, it does not display the map...
Perhaps it has something to do with the following:
