I’m from Eastern Europe, having this issue too. This solution works with garuda-update -a --skip-mirrorlist.
Do not use garuda-update till this problem is resolved as it everytime overwrites /etc/pacman.d/mirrorlist with an invalid at this time Server = https://mirror.cyberbits.asia/archlinux/$repo/os/$arch.
