Try installing this widget - Active Window Control
When you right-click on it in the top bar, choose Configure Active Window Control...
.
There is a checkbox for hiding the titlebar when maximized. Uncheck it.
Btw, welcome to the forum.
It doesn't disappear, it's deliberately hidden by design in Garuda for what ever reason. I just live with it, and size windows so when I exit and relaunch a program I always have the titlebar.

Its intended to work this way. Looks well integrated and gets you more space to use for actual window content

I think everyone feels welcome if one of the forum members/mods/admins say/wrote welcome.
It is unnecessary in my opinion for the Garuda team or another hundred members to repeat this
