This issue didn't seem to be present before I performed theinitial system update after I freshly installed my XFCE Garuda with Russian settings

What is exactly the issue here? If they are the spaces between letters, then try installing a different font.

From the screenshot it must be obvious to EVERYONE that there's something wrong with global encoding -- it's unreadable mess! Random letters. And it's Garuda freshly installed from the box after the first system update suggested by Setup Assistant. This mess happens, say, with Desktop filenames on the Desktop and not in Thunar -- there it's fine. Something with UI?

Check this out. This just happened with English in Firefox (upper right).

First, just reboot.
Second, locale.
