Unfortunately, this is not always true, because then you could skip the verification and directly overwrite the old file.
E.g. if in /etc/default/grub the value
GRUB_DISTRIBUTOR='Arch'
instead of
GRUB_DISTRIBUTOR='Garuda'
would be entered.
