Have you restarted your router and rebooted, just to make sure that the new DNS server is active?

i attached a pastebin in my post of the dig command i ran. i can access the site that steam hangs on, so wouldn't steam itself seems to be the problem? the arch wiki said to enable dns caching with sudo systemctl enable --now nscd, didn't help tho. My isp seems to be blocking use of other dns servers and possibly vpns because changing the dns or trying to use a vpns breaks things. but still i can access media.steampowered.com no problem just steams application has problems.
