Doesn't connect to the localhost this way. It says ERR_CONNECTION_REFUSED

Do you have it enabled? sudo systemctl enable --now cups.socket

I enabled the service, does that do the socket?

You can do either.

I think if you enable the service it runs all the time and if you enable the socket it activates it when you try to use it.
