In my opinion this could be caused by
(the only one non-standard).
Make sure it is enabled in
/etc/locale.gen
And re-generate locales:

Didnt do anything, im starting to get very desperate should i reinstall garuda and redownload everything or perhaps someone can use teamviewer or anydesk to try and fix it
Uh sorry, we donât do that around here. Arch based distros are for self motivated do it yourselfâers. The forum operates as a courtesy to assist our users to find solutions for themselves.
This is not a for hire, paid support desk. What you are asking is only available at a very high premium for commercial based OSâs (which we definitely are not).

My suggestion would be to limit the mirrors to a single mirror (or country) with good known speed/reliability relatively close to your location.
I would suggest a server in a country such as Germany if your GeoIP is not being masked by a VPN.
