The correct approach to these issues would be here:

Package installation says FILENAME exists in filesystem; “Failed to commit transaction (conflicting files)”

You could go for the overwrite option if you want with

garuda-update -- --overwrite '*'

but to your own risk.
Better to read the tutorial and check first.
