Actually I wanted to know how did the devs create this forum, I need to create one for my website and its quite confusing process, so if someone can guide me to create a forum like garuda's.
The forum software is Discourse. There are an abundance of resources already available elsewhere on the internet to help you get started creating your own forum, such as videos and blog posts:

The forum is Discourse, from discourse.org . It has several installation methods, and plenty of documentation.
