My laptop gpu is not going beyond 60 watts in games while it does on windows

when i play witcher 3 cyberpunk etc all the other games my gpu does not go beyond 60 watts
its tgp is 75+15 dynamic boost
need some assistance please and little new to linux so explain in detail

here too its max 60 watts while in control panel its clearly says max 90 watts
also its not app specific i tried almost everything all kinds of loads not gone beyond 60
please help thankyou
