My boot options get reset

I tried to disable cpu mitigations in the garuda boot options program, by checking the box that says mitigations = off. I press apply , and close the program , but if i dont reboot and open it again , it still says mitigations are on , im not even sure if the boot option gets applied if i reboot. i do infact have sudo.

Of course it does. You need to reboot in order for them to become effective.

Again–reboot. Then check them again.
