As per the forum template

When booting windows first it will want to hold onto hardware and not release it. That is why a second reboot into garuda it works.
Check that you have fast bòot disabled in the bios and in windows

This might be important imo.
Make sure you completely shut down when you are in Windows, disabling the “fast startup” feature. What Is “Fast Startup” Mode and How to Enable or Disable It? - MiniTool

The solution is simple, never use Windows or Windows file systems with Garuda. Windows is well known for interfering with network hardware when dual booted with Linux. Windows NTFS file corruption is another common side effect of mixing Linux and Windows.

Windows repeatedly overwriting the Linux boot manager is another one of the main reasons why Garuda does not recommend using Windows with our distro.

Not to be rude, but these issues have been brought up countless times on our forum in the past. If you insist on running Windows with Garuda then you should be an advanced Linux user prepared to sort out the side effects of dual booting with Windows yourself. These are Windows issues, not Linux issues. You can not rely on receiving support for Windows created side effects on the Garuda forum as we do not officially provide dual boot support.

If you had searched our forum you would likely have found your solution, as you are far from the first person requesting assistance for problems that Windows creates.

You should do your due diligence before requesting assistance on the Garuda forum, especially for issues that we state upfront that we do not support such as dual booting and running Garuda in a Vitual Machine.
