I just ran into this issue, and wanted to share that I could solve it with this solution
shortcut-keys, kubuntu
Note: I did rebind the menu to Alt+F1 and Meta+F1 multiple times, tried other shortcuts meanwhile and did also try to use one of the solutions who used to be previously shared here on the forum. The solution in the link is the only one, that worked for me.

There are a few different solutions there: the meta>win key binding didn't work on the lenovo with estonian keyboard lol - i will try again after reboot before conceding complete failure.
It actually failed for me shortly after, I suspect after then first reboot. So I might have to put this command into the fish config. Annoying
Alternatively, you can link the Meta key to Overview using the following ...
kwriteconfig5 --file ~/.config/kwinrc --group ModifierOnlyShortcuts --key Meta "org.kde.kglobalaccel,/component/kwin,org.kde.kglobalaccel.Component,invokeShortcut,Overview"
then ...
qdbus org.kde.KWin /KWin reconfigure

Assuming the first block is to be pasted in one piece, this doesnt work for me.
Neither does the solution from the Stackoverflow anymore.

I wonder if you can solve a similar issue? My Thinkpad is from estonia so it has Scandinavian keyboard with "Alt-Gr" key to the right of the space bar that is used primarily to access the "at" symbol (used to tag people in numerous social and message sites) which on the estonian keyboard is under one the 2 key. Normally AltGr+2 gives the "at" symbol, and i noticed in the browser it functions to go from current open page to leftward open page (horizontal scroll through pages). I tried to un-assign any alt keys in the global keyboard settings, but it seems to be gone for good. (I found no settings for hotkeys on brave browser) but the problem is persisting. Maybe it is some kind of virus. Is there a soft keyboard I can load like in debian, to type from the soft keyboard to work around this kind of problem. I never had this problem before and have been using Garuda nearly 4 years now.

Me too and actually that is more useful for me since I am already in the habit of clicking the dragon to open the app launcher. ThANks for that.
I also found this wiki on the keyboards in arch - a bit deep insofar as it presumes an advanced level of familiarity to apply much of what it recommends, but still could use to get advice from the experts in the forum here perhaps.

That Brave page has a dialog for reporting issues but the strange thing is how nothing related to 'alt+2' is there anywhere.
From reading the Arch wiki it looks like my right AltGr key got mapped to follow the left regular Alt key (even though my est keyboard is clearly loaded and active), and that is how it lost the function. I.e., they show how to map them together, so I just have to work out how to un-join them. (Presumably to hunt down and delete it? If you can tell me exactly what I need to do in Garuda to unjoin them, I would have more confidence to do it lol )

you made a mistake here. You are binding meta key to show app overview not to launch the application launcher. Here is the correct one:

TL;DR
Only meta key for app launcher work fine here.
