I can't find the desktop layout selector shown in this thread:

From that thread, "Familiar" is what I would have picked.

The MATE Tweak panel layout options (GNOME2/OpenSUSE/Fedora) is glitchy and moves the bottom bar to the top, requiring a "reset all panels" to fix.

If nothing else, I just want the start menu to be more like the "Familiar" screenshot.

The resource you linked is at least a couple years old and is meant for a different distro.

Have a look through these options and see if you find anything that appeals to you. These tweaks are far more likely to work.
