Yes, kwatchgnupg comes from Kleopatra. For packages installed with Pacman, you can use pacman -Qo to see what package owns a given file.
❯ pacman -Qo /usr/bin/kwatchgnupg
/usr/bin/kwatchgnupg is owned by kleopatra 24.02.2-1
