Open Krunner or Dolphin and double click on a exe file (wine) or any executable for that matter will pop up a notification that says "For security reasons, launching executable is not allowed in this context"
This bug was fixed in official plasma a few months ago related to AllowExecutables in the source code (sorry no reference atm) but here is is again!
If you run dolphin from terminal the error that is spat out when you try to run executable via double-left-click (or single left click) is "kf.service.services: KApplicationTrader: mimeType "x-scheme-handler/file" not found"....
This issue does not happen if you right click on the executable and select the runner (in this case wine).

You can semi fix this by setting dolphin to ALWAYS ASK when running executable file and it will prompt you and run as per normal. But that is not a desired solution here as it doesn't fix krunner.
