Keyboard layout changes do not work

Hello folks!

Having trouble setting up language-switching on garuda i3 edition, fresh install.

Following step 2.2.1 on Xorg/Keyboard configuration - ArchWiki I used localectl set-x11-keymap us,ru pc105 "" grp:lalt_lshift_toggle to configure 00-keyboard.conf. The configuration was successfull as localectl status returns

which should work, yet pressing lalt+lshift does nothing, be it before or after reboot. However, setxkbmap -layout us,ru -option grp:lalt_lshift_toggle works properly, letting me change layouts back and forth all I want by pressing lalt+lshift. I know I can throw that into some autoexecute file and be done with it, but I want it to be done properly, so why does localectl way of making the change permanent doesnt work?

Have you installed Fcitx or IBus by any chance? Have you issue the localectl command with admin privileges? What is the contents of /etc/X11/xorg.conf.d/00-keyboard.conf?
