try using pacman instead. Just remember to download the kernel along with its headers. eg:
If I were trying to download the linux-lts kernel I would:

sudo pacman -S linux-lts linux-lts-headers

Well that's the expected behavior. I am quite confused what were you trying to do? As you can see from the manual

FILE OPTIONS (APPLY TO -F)
-y, --refresh
Download fresh package databases from the server. Use twice to force a refresh even if databases
are up to date.

obviously I can change kernel using pacman, but what seems been buggy is the Garuda Setting Manager app, that's why I wrote here.
Is intended to be a easy way to get a kernel available list and change or delete unused kernel and is seems not working.

I does nothing, pacman -Fy is the commang garuda setting manager app use to check available kernels, I only post mime just to prove that seems ok whit servers and databases

Works fine here, did you "refresh"?
