I think my issue my be a different one perhaps:

This is my current monitor setup

monitor=HDMI-A-1,3480x2160@60,0x0,1

The weird bit is the hovering of waybar fixes it (and, yes if I remove the waybar from the top, I can no longer it to break the black screen)

It’s a pity that the right values don’t solve the problem for you.
What if you use the default values?

Yeah, so the issue is with wlroots as per the issue I linked. I reverted the wlroots commit and rebuild Hyprland and Hyprctl from source, and it does work flawlessly. I will edit my comment above to reflect this.
