on this same pc a had windows running at 120hz but since installing garuda i can only set to 60hz.
same cable, same pc, same same everything, it all supports and should work

How can we know the answer if you do not show us what machine you got? Can you ask a mechanic what is wrong with your car not taking your car there?
So please open a terminal and type
garuda-inxi
then copy and paste the output and edit your first post with this information.
Before you paste this information in your edit window type three times ~ and then press enter, after that paste, your information and then underneath the output you pasted, type again three times an ~ (This assures your output is in the right format for us to read after you commit your edit.
