Okay. Have you changed your Computer from default to other settings? Like overclocking cpu or ram?
Otherwise have you enabled or disabled function your Graphic cards, cpu, or memory, supports or does not support?
i found that overclocking for example can be a real no no when installing, while often once installed it is fine to do. Also that graphic card abilities not enabled or enabled when the card does not support this can cause the installer to fail at times.
Otherwise your situation is a bit of a mystery. Have you tried different Garuda versions? For at times other version work while others do not. For example at one time i could install Garuda Mokka, but not Dragonised, dragonised gaming, or Gnome.
So that might still be worth a try.
I don’t know if this still applies with the current ISO’s but after launching Ventoy and selecting Garuda try selecting Grub 2. If that still doesn’t work reset your bios, reboot back into the bios and turnoff Secure Boot, TPM, CSM.

I reseted my bios and did it, now it’s just like before, the options appear but doesn’t matter if I choose open source or proprietary drivers, it after a while just reboots back to ventoy, still in dragonized since the first version I tried was mokka
Maybe like suggested above the ISO has issues with certain hardware. My roommate messed up his system to the point I pulled his one M.2 figuring he damaged it with the amount of rebooting he was doing. Attempted to install the latest Dragonized Gaming on the secondary M.2 and seemed good in the live environment til I went to setup the WiFi and it got extreme sluggish like it was in his installed environment. I got a OS on the system for him that seems to be behaving, but not Garuda like I would have liked because of the tools and patches.
It can only be it then, I already changed the pendrive, even installed windows again to see if it worked and it does, it just Linux, I even tried going to cachyos but the results are similar to the garuda, but strangely cachyos with opensource worked, I’ll try garuda again to see if changes anything.
update, the problem seems to be garuda, because it doesnt run, even with the open source when cachyos does

OK so maybe try the older ISO as suggested?

Maybe try the command: nomodeset
It prevents the graphics driver from being initialized until after boot is complete.
I remember having to do this when i owned a GTX 970
