Since Arc Menu had its development stopped recently the package name of the actively maintained ArcMenu changed to arcmenu@arcmenu.com/. (also the dconf settings storage changed)
This means you could have to enable the new extension manually. Just search for "extensions" in the start menu and enable ArcMenu and change its settings there. 
If someone wants to load Garudas default settings of ArcMenu let me know.
