I tried to find the answer but didn't find anything which helped, maybe my fault.
I see there is a link on the Garuda home page to the latest build ISO's. Is there anywhere a list or log or readme which details the differences between the builds to inform us of the changes between them?

I think a good starting point to understand which new packages are included or which are removed is in the iso-profiles gitlab project.
If you navigate into the edition of your interest, you can see in the Packages-Desktop file the packages included in that Edition (and specific to that Edition).
Then, you can also check the last commits to see what changed over time. E.g. for the Dr460nized Edition:
