While people certainly use Arch (and derivatives) in a server capacity, IMO Arch is not the best choice for use in a server role. Again, IMO servers require maximum stability. IMO a static or immutable distro is more suited to a server role.
Regarding your other request, this is not as straightforward as you might think. Many Garuda specific packages are not so easily removed. Personally I feel it is better to build up a system from the Garuda Lite version, than to strip down one of the highly customized Garuda KDE editions such as Mokka or Dragonized.
