I like the way Garuda is configured. Even at the OS level, with btrfs, snapper, zram 100% of RAM and aggressive swappiness. (I have applied some of that to Kubuntu.)
I would like to see a server edition of Garuda. Perhaps with some documentation on how it is built.
Also on the Mokka edition, an option to set KDE to factory defaults (not using the kde-lite edition)
While people certainly use Arch (and derivatives) in a server capacity, IMO Arch is not the best choice for use in a server role. Again, IMO servers require maximum stability. IMO a static or immutable distro is more suited to a server role.
Regarding your other request, this is not as straightforward as you might think. Many Garuda specific packages are not so easily removed. Personally I feel it is better to build up a system from the Garuda Lite version, than to strip down one of the highly customized Garuda KDE editions such as Mokka or Dragonized.

I agree. Given the rolling release nature of Arch, it makes for a poor and somewhat unstable server experience when the expectation is for things to be stable and work. With constant updates, that may (and often do) break things, this leads to a very unstable server experience.
This is likely not going to happen. E.g. we use NixOS on our servers and not Garuda because it’s much better suited for this kind of purpose (were using Arch in the very early days though).
