Fish-shell and gpg/ssh-agent help

I have searched the web but I can not find a solution that does what I want the fish shell to do.

With oh-my-zsh, you can add plugins such as gpg-agent and ssh-agent.
Once zsh is launched and there is no ssh-agent running, it will prompt for ssh passphrase and it keeps the ssh-agent running and remember values until next reboot. Same thing with gpg-agent, except that only gets unlocked when one uses gpg to sign something.
