Dell up2414q on DP 1.2 with AMD GPU, getting two desktops not one 4k @60Hz

After searching I found just some Nvidia users in 2014 had this issue too. I don't know where to start so I'll give basic info first.

This is going to have one more DP monitor added, a tablet screen, but first I would like to set the dell monitor to full 4k @60Hz. I have Win11 on a separate M.2 and switch to it and don't wish to be turning the DP 1.2 on and off for going back and forth between OSes.

The 1080p TV is my main display, the 4k Dell is where I tend to keep open apps, the tablet screen is only on and active when working in GIMP, or Krita. The dell is running as 2x 1920x2160 right now and I want to know where I should start in fixing it to always be one full 4k and keep the 60Hz. I could disable DP 1.2 mode in the monitor OSD, but that would mean 4k @30Hz only. What should I start with to set it correctly and permanently?

Most of the time on KDE is, restart your system.

2.nd IDK, but try to set both monitors to use the same (max.) settings.

The full resolution is not a listed option on either of the two displays listed. This monitor tiles for the full 4k @60Hz, and Win handles it correctly.
