Decouple `xf86-video-amdgpu` from `garuda-video-linux-config`

My current install never had any AMD GPUs, but it still came installed with xf86-video-amdgpu. I am pretty sure I don't need this, but I can't delete as it is a dependency for Garuda.

Requesting decoupling from Garuda packages so that they can be installed in a separate way, I only found garuda-video-linux-config.

The idea is just to have a metapackage that does handle all the possible graphics options, so that's not going to happen.

You can -Rdd it if you want.

You can remove the video linux package and install only what is needed afterwards. That how I do it myself, as well.
