Gnome Garduda-40.0 icon panel can not be customized by switching into dash to dock settings as I'm getting error to install in Gnome shell extension in the browser, updated Gnome looks like all the icon in the panel is so larger and uneasy.
Dash to dock does not work in GOME 40.

Generally bugs with extensions get worked out eventually in most cases. I am not a Gnome user, so I cannot say what the prognosis is in this specific case.

There is no GNOME 40 release for Dash to dock yet, just checked. As this is a widely known extension it will probably be updated soon.
You can use plank as replacement though, its a little different but serves its purpose.

I wonder if having the Plasma default wallpaper while showing GNOME 40 is sending a hidden message

Now there is no Dash in Gnome to transform to a Dock.

Yes their is its in the alpha stage and you have to build it your self with make, make install it works but far from complete at this time i'm using it fine
