Also, this means that the system has not been rebooted after the last update. Better to do it.

Please also:

so I rebooted and tried again, the shell didn't change

Try changing the default shell in Garuda Assistant.

intrestingly here it is bash by default selection, I tried restarting after choosing bash, the default shell is still fish

Gnome terminal has an additional preference you need to change. Preferences -> Garuda -> Command (tab) -> uncheck the box that says "Run a custom command instead of my shell".

I think I remember there being a similar setting in Konsole profiles, too. If anyone runs into this in the future using that emulator.
