Sometimes one can right click on the title bar and get an option to show the menu, but I think that is the application, not the OS. looks like the arch extra is broken in that regard just grab the flatpak of it for now it works with the menu as intended. Maybe the aur git version works but I didn’t build or test that one. Inkscape often has menu issues like this as well though its gtk.
