Any program that allows me to open .bin files?

I was modding on ps3 and I have to open some .bin files... is there any way to open these files?

Open means?
Cause it worthless to try any text editors because binaries isn't text.
Btw, I have used many binaries in Python.

But this doesn't help. You have to manually try to to open binary from ps3, and I think there should be some option in ps3 to open the binary file.
