Stuttering and NVIDIA

Nvidia users can experience issues on recent kernel versions if they haven’t swapped to nvidia-open-dkms for cards that are recommend to be using it (and this is one of the cards that should be using nvidia-open-dkms).

Make sure to get the BIOS up to date. I would recommend v3.40 , as that is the most latest that isn’t a beta version.

Have you tried in a Wayland session? (shouldn’t need to set modeset=1 for the nvidia_drm module any more with nvidia-utils 560.35.03-5 and higher; it is enabled by default now)

Edit: Since you also mentioned Steam, if you do try a Wayland session make sure to disable hardware acceleration for the Steam client as that can cause nasty bugs. (Much more so for Nvidia but even for AMD cards. AMD’s issues with it set on usually aren’t as bad, but I still have acceleration off as the bugs can still be somewhat serious or very annoying).
In Steam’s menu go to Steam > Settings > Interface and then disable the “Enable GPU accelerated rendering in web view” option. (It requires a restart of Steam to take effect)

Also be sure VRR (variable refresh rate) related settings are off, as there is a confirmed KDE bug with Adaptive Sync:
