You absolutely should not submit twice. Don’t rely on the EID catching it. It may be a crime to submit more than once.

Yes but if you get the error its fine 
Here I would like to point. Not every cointry needs or requires signing via eID.
Some countries need only name and permanent adress. So for people from such countries they maybe be not a validation of a already made sign.
