I've had this issue since install, that my steam cloud saves no longer are pulled down for games I've played previously. New games, or new saves after I play a game are uploaded and pulled down from steam's cloud services just fine, but old steam cloud saves just don't download and I'm not sure why. If anyone has any ideas or can point me in the right direction I'd appreciate it.

What you mean by “don’t download” ? Is the install button greyed out? You might need to set Proton Settings for Windows games get get them to download.

If its 100% a Steam cloud issue, and not just the game… well this is just the Garuda support forum. You’ll have to contact them for support instead. (sometimes validating the game’s files can make cloud saves work. If that doesn’t work however, it sounds like a server issue)

Sorry I should of said 'previously uploaded cloud saves don't download'. I'll edit my post.

I figured out the issue. The default compatibility tool in steam was set to DOSbox, and a version of proton. This was causing issues with downloading steam's cloud saves. Changing the default to proton fixed the issue.
