Right-click on the desktop or a panel. Select "Enter Edit Mode".
On the edit mode panel (usually at the screen top) select "Manage Desktops and Panels".

That tool will let you swap the desktop configurations so you don't have to fight with it over which is the main screen.

To solve this issue for myself, first I used xrandr in terminal to get a list of displays.
For me, the display I wanted was DP-0, and was set as primary with:
xrandr --output DP-0 --primary
This solved Steam and others opening stuff on the wrong display.

An example more tailored to your specific issue would be:
xrandr --output DP-0 --primary --right-of HDMI-0
