Scrolling and speed for 1600 dpi and older with flat curve

old mice with existing setups are dead when it comes to supergaming, another problem is also web scrolling, the default setup is too slow. As a layman and the rest of children interested in colored icons, he may not be able to dig up the configuration files, and not one would like to have faster settings at hand.

Is it not possible to adjust movement and scrolling speed in the DE's mouse settings?
