Since it’s a laptop, do you only experience lags when running on battery power or also when the power adapter is connected?
It could also be that the sporadic GPU load is just a red herring.

I assume you have file indexing (baloo) enabled. If so, have you added additional locations for indexing besides /home/user, and/or the external SSD:

To rule out baloo as the cause of high CPU load, disable it and test whether the lags still occur:
balooctl6 disable
If none of the suggestions made so far help and it is not possible to capture the exact moment of the lags to see if they occur during CPU load or GPU load and which process is causing them, then run a live journal and keep it open:
sudo journalctl -f --no-pager
As soon as the system lags, note the time. When the lag is over, post the output of the live journal and indicate the time when the lag started. This will allow us to see what was happening at that time.

Just as a general update, the GPU spikes happen immediately after I reboot my laptop! Which is unfortunate ;-;
I disabled balooctl6 (thank you for that suggestion, I remember that also being a fix for my really old laptop haha) but unfortunately it didn’t seem to solve the issue!
Running prime also sadly did not help, but I do not have the ozone plasmoids after checking (thank you for telling me the command!) so I’m going to try that next.

So, there are two different times where my computer just lags heavily. When it does it when I’m not doing anything that should run my GPU, it will happen at random times and ends at random times. Whenever I do something that should run my GPU, it will completely just lag my computer forever (as long as, for example, a game runs.)
I wanted to test this one first, so I opened up a game (this game should barely take any resources and I run it all the time on my crummy thinkpad!)

Have you been able to identify what program is using the GPU when this happens? I think that’s the best way for us to find out how to help in this situation!
When you start the game, are you starting the game using prime-run %command% as the steam launch parameters for that game? Could we also see nvtop when this lag happens? Thank you!

The first thing I’d try is disabling steam autostart, since it looks like you have it set to autostart when you log in. Between firedragon, vesktop and steam, you effectively have 3 web browsers running, all which are gpu accelerated, and on top of that you mention this happening just after log in, which is often a time when the filesystem will scrub for errors in the background too so that’ll just add cpu cycles to the mix. If you space starting each of those programs out a bit more, it may still occasionally put demand on the gpu, but there will be more time for them to each stabilize a bit more and I imagine there will be a reduction in latency spikes early on. There probably are other more serious contributing factors but I just wanted to point that out since its easy to forget that steam is built off chromium at this point and vesktop is running off electron, so that’s more strain on system resources if they’re all starting up at the same time and allocating memory, render engines talking to gpu, etc.
Ah, I don’t have steam on autostart (I manually opened it to test something) but I shall disable the others! Thank your for also explaining it to me, it makes a lot of sense that this can potentially spike things. Hopefully that will help things! I think you are right that there are more serious contributing factors but I think this should help.
I am running that in the steam launch parameters! Should I remove it? A previous commenter here recommended me to launch it using that! Also, I will run nvtop during this as well

For the random GPU bursts when I’m just browsing? Unfortunately not- my computer freezes and by the time I regain my ability to check it’s gone 
However, a similar freezing happens consistently when I use steam (and steam is using the GPU in this case) so I’m hoping that fixing that problem will fix my general problem!
I’m so sorry in advance for the really awful pictures- my entire computer half freezes where I can’t switch tabs or click on anything so I’m unable to take pictures. I had to do a cursed phone picture- I hope this is good enough.
Note: This game should not be a problem for linux in general (I run it on all my other linux computers haha)
Unfortunately, all the data so far is it inconclusive here too. According to these screenshots, there is barely any GPU activity.
Let’s try some hail marries:
Is there a reason you are running the mainline kernel? Are you experiencing the same issues on the -zen or -lts kernels as well?
You can install the latter using:
sudo pacman -S linux-lts linux-lts-headers
The former should be pre-installed.
You will have to switch kernels in the bootloader by going into the “advanded” menu instead of selecting the top most boot option.
Have you attempted to use the x11 session instead of the Wayland session? You can install the x11 session using:
sudo pacman -S plasma-x11-session garuda-hardware-profile-standard-x11
After that, you should be able to switch to the plasma (x11) session from the login screen. The drop down menu that can be done from should currently show plasma (Wayland).
Some desktop effects will not work during this, we will use this as a temporary troubleshooting measure.
If both of those do not solve the issue, it would also be good to see the output of htop during the lags as well.
Additionally, it would be interesting to see if there are any logs recorded that might indicate what the problem might be during the lags:
journalctl -b-1
This should pull up the logs of the last (not current) system start up all the way to the end of that startup (presumably when you shut the PC down)
Based on the timestamps on the left side of the logs, it should be possible to find the time when it starts lagging. If there are any interesting logs to be found at that time, those would be great to see. The space bar will allow you to skip forward.
I have a few more ideas after that too, but let’s stick with these for now and see if we can gather any data from the results that might narrow it down.

If it is not possible to take a screenshot of the GPU processes during a lag, or if nothing useful is displayed because nvtop itself hangs during a lag, then logging is still an option.
nvidia-smi should (with specific query options) be able to log GPU processes and output them to a file.
I can’t test this because I’ve been completely Nvidia-free for three months (and will definitely remain so for the rest of my life 
).
How did you fix that? What exactly did you do?
I think the problem here is not actually the NVIDIA card at all. Plasmashell does not run on the NVIDIA card after all, so it’s not possible for the lag to be caused by the NVIDIA card.
Good point actually. I don’t see nvidia-dkms in the garuda-inxi output at all.
@DragonSong can we see:
pacman -Qs nvidia
Also, the garuda-inxi output is missing the output of garuda-health
