I just checked, and could find newer software from garuda dr460n1z3d on my system than many of those who are added in the downloads list. So i was wondering if it is supposed to be like that?

What do you mean, garuda-update?
If so, maybe this: <package name>: local (version) is newer than <repository> (version)?
If so, you can ignore that - the packages themselves are identical.
If this still bothers you, then simply reinstall the packages in question and the warning message will disappear (you can ignore the downgrade message - it’s not a real downgrade, it’s just about the version numbers).
Or, if you want to make it easier, try this:
garuda-update -- -u
