What happens if you lower the bottom edge of that screen (or you set it full screen)?
There should be 4 buttons: About, Help, Apply, Close

(this is in my KDE Dr460nized)
Anyway, there is probably some GUI glitch to be checked...
To change the value manually:

sudo micro /etc/default/grub

Edit line
GRUB_TIMEOUT=5
to your liking, save, exit, then give a

sudo update-grub

I was able to reproduce the issue on a laptop with the same resolution, using a Gnome live USB.
For some reasons I can’t explain (I’m not a developer, nor a Gnome user, it might be something related to QT v/s GTK compatibility?) that screen cannot be resized.
But of course all the content is there.
To manage to see the whole content, I used Gnome Tweaks → Fonts → Scaling Factor (e.g. 0.90)

Tip: you can always move windows in most DEs, if not all, by holding the Super key and then dragging the window using the mouse pointer, you do not have to use the title bar (it would not let you move the window up in this case anyway).

Yep, great tip. Sometimes it is Alt, but like you say it is almost always there.

Also, right-click will resize. :slightly_smiling_face:

I know that, but GNOME sometimes is different :smiley:

AFAIK default is Super, you can change it in Gnowe Tweaks, as well as enable using the secondary click to resize the window (not enabled by default tho IIRIC).
