How would I make the first input method the default?

I want to make it so the Latvian keyboard (using as a English-Prussian layout) is the input method fcitx5 goes to when booting.
I’ve been having this problem for quite a while now. It’s always the second method that is the default and not the first, it seems.
There was this weird time where Turkmen was the default too even though it was the last keyboard there for some reason. Dunno what was up with that but I tried to delete them all to fix it but now it’s doing what I just described.
Right now, the second keyboard layout is Georgian, and it is being considered the default by fcitx5, as in, it’s the first one it boots to.
I switched it with Latvian and got Latvian to become the default method, seemingly proving my theory.
I suspect the “Input Method Off” and “Input Method On” parts of the menu have something to do with it.
How do I make it so that Latvian, my first keyboard, can be the default keyboard?
